I would suggest don’t do get a laser. Not at such a young age.

But it’s okay to have facial hairs. It’s not a crime. Wait for a while

You could try other methods of hair removal if you want to. The ones less damaging than waxing. Get a laser hair removal after your teens. Hormones play a role in facial hair. They settle a bit after your teenage

if you think you can afford laser and absolutely are sure you want to do it now, go for it. I myself shave my face for now but as soon as I start working I will switch to laser. I’ve heard waxing isn’t that good.

You should see a doctor regarding what might be causing the excessive facial hair. Teenage body is full of hormones of different kinds and sometimes a small imbalance can cause big effects. it might be something manageable without excessive expense of laser removal or pain of waxing. So do some research and see a doctor to see if there might be an alternative. Gl💗
