I dont know what kind of mindset my parents have. My mom today morning says any issue if happens its coz womens wear short clothes. They are also at Fault.. No always the guy. Its not about fault here. But What to wear cant be an issue.

Once when I was coming back from my school in my school bus, we encountered a woman smoking, everyone started talking about her and started passing comments. I don't understand why it's such a big issue if a woman is smoking. One student passed a comment that she is wearing a saree and smoking. This means if she would have been wearing some western clothes then maybe it would have been less objectionable.
