Considering the fact that women are not safe in a city as developed as Delhi, free travel for women would be a good move for ensuring better safety for women in public transportation systems.

This is a view not understood by many. A lot of people think its useless and even more demeaning for women but i feel like this would be a bold move for women to claim public places without the fear of being financially restricted.
