I wish someone had told me that being a girl doesnot mean that i have to behave in a proper manner, dress properly, talk properly to other people. That I am safe in the outside world. And that no one can take advantage

I don't like hoping for anything. Never did I loved it, because onced I started hoping for something. I know I would always be let down. For instance, my mom would say something like a scenario or something. Even though that it might not happen because a lot of impossible things. I still hope and imagine a scenario where that thing happens. And at least 95% of it is always a fail, because it never happens.

I came to my grandmother's place today. 
I come here sometimes ( but not very often) 
So I was on the terrace today trying to enjoy sunset and tried to capture some pics and videos  after 40 min or so ,a guy came  to his balcony ( neighbour building ) 
He stays beside our building
I never know him , so today he saw me and said "hi" , I said "hi" ( I was confused ) 
Then he asked if I have instagram or snapchat I said I don't have any ( I have them but I didn't know him so I didn't tell him ) 
He said," I ll give my number ping me "
I said ,"we don't even know each other" , he said "that's why , I am bored " ( he was not rude or something he was calm and cool ) 
I said "there is no point when we don't know each other" ( I was not rude either ) he asked if I can come down and join him for walking I said "no I have to go home soon "
He said cool and we were done .
I walked for 5 min and before coming down I told him ,
"Sorry , but we don't know each other so I said like that not to be rude or something " 
He said "no no it's fine "
And I came home 
I am 18 and he might be definitely elder than me ( may be 21 or something I think ) 
Now I am confused if I get to meet him tomorrow as well what should I do ( I am not scared but I don't mind giving my insta ( I have a page ) so think I can give him that but I am not sure 
What do u guys think? Do u think it's a bad Idea to talk to stangers ?
