can I apply for post graduation if my graduation results are withheld?

Yes, you can. The universities are aware that some college’s results are delayed and they don’t mind rather ask for semester-wise results. You should be good to go.
Actually I couldn’t appear in one exam and for that reason my results are withheld. I am worried if I will have to wait for another 1 year to apper in that exam? so that my results are clear for addmission

Then that would be an issue. Call in to ask (concerning authority) and I am not sure whether post-grad has an issue in that or not. But my guess is, yes, they won’t consider it.
Also, talk to the colleges which you wish to apply for, you can have a rough estimate through 2-3 whether you should apply or not. 🌼🙌
